QUESTION:
Is there a penalty for either Tom or Chip?
ANSWER:
In stroke play, Chip is penalized 2 strokes for influencing what club Tom used. Tom doesn’t incur a penalty as he didn’t ask for advice. Rule 10.2a and definition “Advice.”
QUESTION:
May Chip remove the can without penalty, and would that be different if it was a branch?
ANSWER:
A can is a “movable obstruction” (artificial) and may be removed without penalty. If the ball moves as a result, put the ball back without penalty. If it was a branch (natural), it could be removed as well, however, if the ball moved as a result, the ball would have to be put back with 1 penalty stroke. Rules 15.1 and 2 and definitions “Movable Obstruction” and “Loose Impediment.”
QUESTION:
Does Chip‘s ball count as holed? And does Tom get a penalty? What’s the ruling?
ANSWER:
Chip didn’t score a birdie. He must take his ball out of the hole and put it back on its original spot. Tom must play his ball as it lies. There’s no penalty for Tom as he played from off the green. Rules 9.6 and 11.1.
