Are Tom and Chip allowed to replace their damaged clubs during the round?
ANSWER:
This rule was changed as of January 1, 2023. The new rule states: Both Tom and Chip may replace their damaged clubs because the damage was accidental and not caused by abuse. However, they must make sure they don’t unreasonably delay play when doing so. Rules 4.1a(2) and 4.1b(4).

May Tom change the ball before holing out?
ANSWER:
This rule was changed as of January 1, 2023. The new rule states: Substituting the ball during play of a hole isn’t permitted unless the rules explicitly allow it, e.g. when taking relief. If Tom played the substituted ball, his stroke would count, but he’d incur 1 penalty stroke. Rule 6.3b(3).

This rule was changed as of January 1, 2023. The new rule states: If a ball played from the green hits and is deflected by an insect, the stroke counts. Chip must play his ball as it lies. (If it was an animal other than an insect, worm or similar, the stroke wouldn’t count, and it would have to be replayed without penalty.) Rule 11.1b(2).
